Frank DeLuca is a high energy, business focused executive, specializing in technology and service delivery operations. He is committed to delivering exceptional service and driving operational excellence. A trusted deal maker, he has the ability to create winning opportunities and value for his company, business partners and vendors. He is a strategic leader, fiscally responsible and counted on to find ways to get things done in tough situations.

Frank excels in environments facing major challenges or change. Throughout his career, he has led his company and organization through rapid growth, mergers & acquisitions, business model changes, major relocations, outsourcing and downsizing. The key to his success is strong leadership and the ability to build loyal, high performance teams.

Prior to forming B2Y Solutions, Frank was Senior Vice President and head of corporate information technology for Access Group, Inc., a leading provider of financial services in the student lending industry. As a member of the executive leadership team, he was responsible for the overall strategic direction and daily operations of the company’s technology, including application development, infrastructure, information security, architecture, quality assurance and project management. He led his team through turbulent times in the student loan industry and the economy alike.

Before Access Group, Frank served as Senior Vice President of information technology for American Business Financial Services, a sub-prime mortgage lender focused on high quality credit and strong default aversion. His responsibilities included the development of short and long term Information System strategies and tactical plans to meet ABFS’ business objectives as well as building a team to support the high rate of growth being projected.

Frank also was a Senior Director with SunGard Recovery Services for over 9 years. He was recognized as an expert in the disaster recovery field, regularly meeting with customers and industry analysts, conducting presentations and training sessions at industry events and contributing to industry magazines and publications about disaster recovery. Frank also spent over 12 years with Continental Bank, where his responsibilities included the planning and management functions of various Bank Operations and Data Processing Departments, with an emphasis in operational analysis and strategic planning.

Frank serves on the CIO Advisory Board and the Marketing & Public Relations Committee for Tech Impact, a charitable organization that provides technology services and support to other charitable organizations. He also is a member of the Philadelphia Chapter of the Society for Information Management (SIM) and Greater Philadelphia Senior Executive Group (GPSEG). Frank earned his B.S. in Management & Marketing from Saint Joseph’s University.
